HRT and Master Lifters

I have been thinking about this issue from a philosophical point of view for the past week or two.

Right now there is a TUE (Therapuetic Usage Exemption) process in place for athletes who have to use medicines that are on the banned drug list. (athsma inhalers, etc)

One of the areas of medicinal supplementation that is not covered is the area of HRT/testosterone usage.

Just wondering what other drug free lifters think about this? Should someone boosting up their testosterone levels from a low level up to a normal indicator be categorized in the same brush as a lifter who is all out doping with grams of testosterone per month.
