That is true but the jury can remove referees who continue to make bad calls which will solve the problem. I have sat on juries where we would walk over to a referee and ask why a certain call was made and if it was a bad call, the referee is told it is a bad call. I have personally told referees that they can NOT red light for certain things and the lifter is given the lift over. referees are called on their bad calls more than you may know.
