That bounce and go bench press must not be to famous, I never heard of it. Come to one of National meets and you will bee the jury working. But you are right, referees and juries make mistakes. some of us have been trying to change some of the rules so the referees will be better. One of the ways to do this is to have the referees do more meets, more often before they can move up to the next level. The USAPL requires a national referee to only have refereed at two full power meets. This means a referee may only do two sessions in two years before going for their IPF certification. We did get a rule changed last year that a state referee has to referee 6 meets before taking their National certification. Then we have national and IPF referees who MAY referee one meet a year. Many of our good referees have gone the same way as our good meet directiors.

But we do have several really good IPF and National referees.
