Wilks formula

Does anybody have any data or information on how the Wilks formula was devised and calculated? I am interested in how it was calculated and the data that supports it. (too much time on my hands.)

I am particularly interested in why the IPF felt the Schwartz formula was outdated (created by Dr. Schwartz, Phd of statistics) and why the Wilks formula is more accurate than the Schwartz formula. (Other than the IPF says so)
