By IPF age class rules, you are eligible.
The difference is in how the master's committee in USAPL defines an automatic nomination versus an alternate nomination.
Using your example, an automatic nomination is given to the master's lifter with the highest lift in those contests you mentioned in the 275lbs class (USAPL M1 (40-44) and M2 (45-49)). However, this only includes lifters who turn 40 in 2006 since a lifter who does not turn 40 until 2007 is technically not a master's lifter in 2006 and thus not eligible to win an automatic nomination.
Since we often times have trouble fielding a full team, especially when we travel internationally, and because we want the most competitive team possible, this rule is relaxed in regards to alternates. Thus you are eligible for the team but only as an alternate according the the USAPL master's committee.
This is a pretty old master's team eligibility rule that I believe was more applicable back when master's eligibility was based upon actually birthdate rather thatn birth year as is currently the case. It's a good issue to address to Lanette Lopez the master's committe chairman.
