Al,
It's not a case of "screw the lifter" but just following the rules.

The meet schedule and nominations were posted well in advance of the contest. A week before the contest a lifter or coach could see that there were only 7 lifters in the 242's and it was the only weightclass scheduled for that session. That's enough time to figure out there won't be much time to recover from squats and warm up for bench and plan accordingly.
