Joe,
While I agree that this is a case of following the rules, I'm not sure how planning accordingly is going to help.

National meets run so fast these days with computerized scoring/loading and combo/ER type racks that there isn't much one can do to plan other than acknowledging that "I'm gonna be out of breath and lift less.. hopefully everyone else will be tired too." The only other option I can see is to wear looser gear that goes on easier but at a National meet who is going to want to give up the extra pounds.
