Interesting questions. I don't know the answers however the same things you mentioned have discussed in the minutes from the NGB meeting.
For one our Masters are growing as the lifting population gets older - even at Men's there are a lot of 35+ lifters and a lot of people that are going to do one "travel" meet a year are going to do masters.
Two, it does seem like there is a gap between Junior and Masters where lifters don't lift in the open after they pass Jr age.
But let's face another option. We've taken a beating regarding judging and rules etc. We've always had reputation as strict but that reputation has taken a hit, especially after Masters but also over time the last few years. While the good news is that there is a lot of activity to correct the problems - much of that also was addressed at the NGB meeting, it will take time to rebuild lifter confidence.
We also face an obstacle in that some other feds are more lenient in their lifter friendly judging. Nobody likes to travel across the country to bomb out so some are opting for the sluts - the "sure things" in powerlifting. LOL
I'm not too worried though. These things seem to be cyclical. Every few years there is a down year but it picks up the next year. The last time Nationals was in St Louis everyone had a blast so I'm looking for it to pick back up next year. Just tell Rick Fowler to get the bus ready! Silky will return to St Louis! Maybe we can find Pat Hall's shirt!
