The fact that you're being so vague leads me (others?) to think that your opinions might not be well thought out. There ARE communication styles between blunt and sugarcoated. You could simply expound your opinion politely. It's only your opinion, which won't be considered any more than mine, or anyone else's.

So you want to 'clean the entire closet'? Does that mean all upper management? The entire NGB? All state chairs? All meet dirs.? All current judges?

What's messy in the 1st place? Do you believe that somehow, if the USAPL was made 'perfect', lifters from NASA, AAU, and other feds would flock to the USAPL? Civilians in the Open age category would all of a sudden start competing?

Open numbers are down because people that age have so many other things that have to get done, and there are so many feds from which to choose. It's like old network TV ratings compared to the cable/satellite world of today.

If you're not gonna have fun, don't come back - do something else and have fun at that.
