I think Steve's idea makes the most sense...every condition is satisfied, and it wouldn't be too hard to track/enforce as long as it's announced on the entry form and the weigh in time of when they step on the scale, is indicated on the lifter's meet card.

Not much different than how we currently inform lifters that they must weigh in the morning of the meet for a State/American record. It just changes to "Lifters must weigh in after 7:30am to set a record."
