Because they think they won't get caught. It is no different than a person at work who because of testing positive for weed was subject to random testing once a month for the next 10 years. She smoked again, got caught and tossed away a 25 year career.
I have former lifters in our gym who used and admit it, and even say the only way they would ever compete again they would have to juice up.
Their is actually a myth put out by some that if you get off 5 days before that you will test clean.
Another thing is they only care about the number of the lift, not the integrity of it or themselves.
