Perhaps it is unethical to take away records from people who passed their tests at the time of competition. But it's not as unethical as competing against clean lifters when a lifter isn't clean. What has happened to these federations is not only necessary, it was long overdue.
One of the main reasons that Russia and Ukraine have lifters with more medals and records in the past ten years is their rampant drug use. Others may claim other reasons for their domination such as a lack of other sports and cultural differences that put lifting weights in a higher regard than in the USA.
IMO the extreme number of lifters popped in the past year shows that the federations themselves are quite aware of their lifters' drug use. It was bound to happen to these two federations.

To use a football term, they continued to run the same play too many times and eventually the IPF came up with a suitable defense for it. Now, they will have to find some clean lifters and give evidence that they are clean. It's time for the USA to dominate the IPF ranks once again.
