IPF rule 10.11 for world champions

Brian received a warning letter but what about others. Other lifters who've lifted against banned lifters weren't sent a warning letter. Is the 10.11 rule a weapon used to target select lifters. Brian is a world champion for the USAPL. Liz Willet was suspended for the 10.11 rule but they let her back right away. Was it because she wasn't a world champion?
