> the right to break a rule?The IPF president is the head of the IPF executive charged with governing the IPF between meetings of the congress. I would say he does have the authority to make a ruling on a rules interpretation as he also sits on the DC committee.

Do you think the EC votes on every email that crosses each other their desks on a daily basis? No they have a Manual of Autorities (MOA) which grants them powers to act on their own accord.
But let's follow your argument. Norbert violated his MOA and gave authority on a matter where he had none to give. If so he should be removed as the IPF president. Has that been done?
Likewise the various members who were cc'ed with Norbert's reply and did nothing to correct this matter before it happened should be suspended as well.
