It is a member run organisation: member countries put forward proposals to the congress who then decide on them.

The thing to consider is which region the proposals come from. Europe contains 36 member countries in the IPF whereas North America contains 16. Therefore, although the US may have more lifters than any European country, we have more countries per unit area over here. More countries on one continent, means you increase the likelyhood of proposals.

Personally, I think the new rule changes are for the best!
