Eric, I know you are not trying to be a wise ass.
To answer your questions--
The same rule book that was at the meet was available to that lifter to read and understand before going to the meet.
Too many lifters never look at the rule book in a sport they are competing in.
The lifter would have known they didnt meet standards and in advance of entering could have transmitted their concerns to the technical committee for advice.
That same rule book would have answered your question about the the bencher under rules for the disabled competing in single lift benchpress contest if the athlete would take the time to read the rules.
And again, any question or concern involving this situation could have been conveyed to the technical committee before the athlete entered the contest in question.
Bottom line is we cant pick and choose what rules to follow.
Like I said earlier, if something bad did in fact happen and it could have been shown the rule was ignored there would have been hell to pay
