You will have a hard time going against the head referee's call at a national meet. Obviously, the head ref won't give the press command until the bar is motionless. Again, the judgement of the bar being motionless is up to the head ref. It's not the side ref's call anymore. Once he/she makes the call, the side refs must go with it. If the head ref is doing a poor job, the jury should handle it, and not the side refs.
