Because our rulebook and the IPF rulebook says velcro is illegal. The same as we can not have velcro straps on the back of the bench shirt. In every walk of life, you will find rules/laws that may not make good sense to us but they are the rules/laws and we can't pick and choose which ones we think are good. I would be willing to bet that if you read the whole UCMJ, there are rules/regs that don't make sense but argue that with the old man.
