They ARE legal, but apparently/supposedly at least once in the last couple years there was some official doing equipment check at a major meet who unliaterally decided that they weren't legal(Women's Nationals '04 maybe?). Indoor athletic shoes, or something to that effect is what is allowed, so have him bring the applicable page in the IPF rulebook to show the officials if they give him any hassle. Basketball in any organized form IS an INDOOR athletic activity.
