It can if the IPF says so. Let's name names. Here is how I'd guess the IPF would react:

WABDL Worlds - suspendable
AAU Worlds - suspendable
100% Raw - suspendable
WNPF Worlds or Pan-Am - suspendable
NASA - probably safe
