In my opinion, the "head rule" was institued in response to the tightness of shirts. When a shirt is super tight it is very difficult to bench without raising the head during the descent of the bar. By putting in this rule I believe the USAPL was attenpting to move away from the super tight shirts and back to more reasonable sizing of shirts.
