Garry,
I expected this question to pop up sooner.

Although he is one my absolute favorite lifters, having seen him lift way back in 1988, he won just the single Mens Nationals title. In forming the list we looked at number of titles, duration, average margin of victory.

Objectively, it would have been hard to include him (and others as well) with one time performances on the Mens Nationals stage.
