Ray, I did some searching and came up with nothing but here are a couple of ideas:

You might try contacting Bob Morris he makes custom belts and might be able to do someting in vinyl. Can't hurt ot explain the situation and ask.

Another option migh be to modify a nylon belt like othis and add a lever to it.

One last option would be to check with Alan at APT - they make the straps and stuff. He also makes a leather alternative training belt and might be able to put a buckle on it.

Other than that I'm really not sure on this one. One big drawback to vinyl is that the buckle is going to pull through the holes. Not sure how to get around that unless you really reinforce them with metal grommets or stitching. Hmmm... I guess if you took a nyon belt and used a lever (Inzer Advance Designs can supply one of those at a very good price and had the holes stiched up you could make something that would work. Most of the nylon belts are padded with foam so that would be illegal BUT what if you got two of them and lamintated the layers together after taking the foam core out and then sewed it all together and added a buckle? Probably have to have an upholstery shop sew it up but (In my best Star Trek end of episode crisis voice) "it just might work!"
