Sorry Jim. You're right.

They had to have a process in place. But having a process and buying into it 100% are different things.

From my point of view it's better to have those two teams back in so we can scrutinize their testing. If it's up to par then the extra competition will be good for the IPF. If it's just lip service then suspend the federations before the World Games come around again.

Right now I don't trust the Russian and Ukranian federations to have followed through things themselves. Let's scrutinize their athletes on the world stage.
