Sorry for the delay in my reply. Been out of it.

I don't believe you should reward people for doing what they should have already been doing.

"If you want prompt action you make it worth people's while to excede your timelines."

The reward should be getting back in. This "time off for good behavior" isn't a good idea for prisons or powerlifting. If you were exhibiting good behavior in the first place, you never would have been in prison.

It also sets up expectations for the next person that they will get a reduced sentence.

Let me ask you this, if an athlete fails a test at the World Games, and it was not only "his" first failure but his country's first failure, how would justice be served by suspending him/his fed for 2 years when Russian/Ukraine got reduced suspensions?

They would be 100% justified in expecting a slap on the wrist... er.. reduced suspension.. because the precedent had already been set.

" Russia and the Ukraine could have done nothing for 2 years and still have been re-instated. Shouldn't you give them some carrot for them to actually make change? Ie. Put a process in place and follow it and we'll let you back in early?"

I see that that was addressed in another post so I'll leave it be.

"If the IPF wants to be in the IOC they need to show they take doping seriously and that their athletes are clean. That can only happen with those two countries on board and a clean World Games in 2009."

Hmmmm... let's test that conversation:

IOC: Show us how seriously you take doping?

IPF: Well, we just reduced the suspensions of our worst offenders!

IOC: ????? Wow.
