Shirt alteration question

I'm considering having the sleeves on my Katana tightened (because my biceps are too puny). After reading the tailor's description, please tell me if you think the shirt will still be IPF-compliant.

All of the conditions as defined for the T Shirt also apply to the support shirt...The T Shirt is subject to the following conditions:
(c) Does not have reinforced seams.

(Tailor's description):

The diameter of the sleeves is about half inch..I take the inside seam and add another seam to tighten the diameter then we fold that material and add another stitch to make a double stitch for added strength. I do not make any changes in the shoulders only the seam on sleeve..This work should not effect the IPF.

To me, "double stitch for added strength" constitutes a reinforced seam. Am I being too cautious? If you inspect shirts, would you notice? I want to avoid even a hint of impropriety, however accidental.
