Competing in other federations?

I thought I just read something recently regarding the IPF changing their rules once again to prevent cross-federation competing.

But I can't seem to find that again and the IPF consitution directly allows it. Am I mistaken?

Just wondering since I have a non-IPF affiliated meet on the books in February.
