Bench Nats, Police, Mil. Divisions, and 7th Place?

I was looking at the Bench Nationals application and they have a slot on there for Police, and Military divisions. How can that be? Those are only National meet records, not American records. You can only set those records at the respective meets. I also notice you send the meet form into a road called 7th place. I was hoping to go a little higher than that, lol. Thanks in advance for any help.
