Looks like they are stopping you/giving you the option of competing strictly USAPL/IPF.
Have they taken the lifting against the banned lifter part out completely?
If the banned lifter rule is in place,where can the normal lifter get a copy of it to insure he or she doesn't break any rules?

2) Change 14.9 Athletes Competing in Non-IPF Competition
Any lifter or official who competes or participates in a Powerlifting or Bench Press competition not organised, sanctioned or approved by the IPF shall not be permitted to take part in any IPF international or regional competition for a period of 12 months from the date of that non-approved competition.
