No athlete in the IPF or USAPL signs a binding.... *LINK*

contract. This IPF rule would never hold up in a US court if it was challenged. No athlete is making any money off this sport. Nobody has a contract. When they start paying athletes money then that will be the time they will pay attention to this rule and lift in only IPF/USAPL sanctioned meets. Until then athletes like Siders will lift when and where they want.
