Actually, the rules about knee sleeves haven't changed. What is changed is that raw in the USAPL is defined as not allowing knee wraps but allowing knee sleeves.

For equipped lifting, knee sleeves have been allowed all along, but rarely used since people prefer knee wraps for squats.

For the deadlift, there might be a problem. Since the rules call for shin length socks, and since the rules state that the socks can't touch the knee wraps or knee cap supporter (knee sleeve), I'm not sure if you would, logistically, be able to wear them for the deadlift. It's likely an unintended consequence of the rules, but it is what it is.
