Quest American Invitational team selection

Hey guys im a new lifter who wants to compete in the NAPF Invitational at the arnold. I looked at the selection process and understand where the lifters are selected from, but I don't understand the ranking process . If I get a higher wilks total at a local meet than someone who has who met the minimum wilks at a national meet who will get the spot on the team? Also if one team doesnt have enough lifters can a person who met the wilks total but is not on a team compete for a area of the country they do not live in ?
