I would imagine the issue hasn't been dealt with all that much (after all, before now who has used knee sleeves in the USAPL or IPF)?

Since the USAPL has defined raw, it is also free to define separate limitations on equipment, including knee sleeves, at least as they apply to raw. Which is to say that even if a certain knee sleeve is IPF legal, it doesn't have to be legal for raw in the USAPL.
