Can Eddie Coan lift in the USAPL Nationals if he chose too or is he not allowed to due to the IPF suspension?
The rule seems to have a hole in it still.

According to what you have just said here,

The IPF may choose to suspend/ban them from IPF competition at that point but USAPL won't stop them from lifting at Nationals etc.
Furthermore, the suspension from the IPF shouldn't preclude them from lifting at other USAPL meets - just the IPF.
