For what its worth, the Clayton Act is notoriously difficult to prove in a court of law and I can't think of any significant cases where it has been used in a judgement against someone. For that to happen, you would have to prove that say the policies of the IPF, resulted in a monopoly or a lessening of competition. For this to happen, it would mean that the IPF somehow was preventing others from getting into the business of powerlifting and/or limiting someone's ability to make money from the sport. This rule has been an IPF rule for quite a while and during this time dozen's of other federations have sprung up along with a few professional powerlifting organizations. IMHO, this seems like pretty storng evidence that the IPF has not been able to create a monopoly. It may desire to create a monopoly but without the power to actually do so, I don't see how it can violate the Clayton Act. So, I don't think the IPF would have necessarily lost a decision in this case.
I seem to recall a similar issue back in the early 80's when the USFL was starting up and the NFL tried to blacklist players who went to play in the USFL from playing in the NFL, I'm not sure how that was resolved but that may be a more appropriate precedent for our sport.
