I've been informed this is an iffy subject and that's why your question wasn't answered directly. The IPF tried to make all the nations comply with all IPF rules but the USA has always had differences with certain rules. The USAPL decided to comply with all the IPF rules but hasn't really made it happen since then. It's believed the IPF still wants total compliance but hasn't been able to force the USAPL to comply.
