I presume the bulk of my dues are used to subsidize the 20-30 elite lifters and coaches that attend international meets. is this accurate?

Not one dollar of the card memberships subsidizes travel or other expenses for international lifters. The federation used to cover drug testing/entry fees for international lifters but now the lifter is reponsible for that 150-200 dollar cost.
