getting suspended for lifting in other feds?

I was reading the February issue of Powerlifting USA and on page 8 it says Tom Eisemen was suspended for a year for competing in another organizations world meet. I understand that if you lift with a suspended lifter you will get in trouble , but will I also be punished for lifting in another organizations world/national meet even if there are no suspended lifters.Can someone please clarify this for me? Thank you for your help
