There is no rules against velcro on knee wraps.

There is no need for a rule such as that because velcro actually makes the knee wrap work less effectively.

Velcro is illegal on a belt as it is not a proper fastener. Look at the rules regarding how a belt can be attached. It's pretty clear on what is expected and I can't see how velcro could meet that.
