Let me put it in this perspective...

Do you reward people for making the right changes or not? If you want prompt action you make it worth people's while to excede your timelines. Russia and the Ukraine could have done nothing for 2 years and still have been re-instated. Shouldn't you give them some carrot for them to actually make change? Ie. Put a process in place and follow it and we'll let you back in early?

If the IPF wants to be in the IOC they need to show they take doping seriously and that their athletes are clean. That can only happen with those two countries on board and a clean World Games in 2009.

As for unfinished business... that is the goal. IOC recognition of the IPF.
