no argument.....they are being duly punished for their drug use...but why are you retroactively punishing them for something they did not do....if one passes a test whether we like it or not we have to give them the benefit of the doubt....

this would be like taking a criminal and saying we caught you...for robbing a store...you go to prison for 2 years....but we know you were robbing other stores we just could not catch you at it but we are adding on 2 more years for all those other times we think you did it!!!!!
