I would assume that he can not because his application was denied in the past due to his suspension from the IPF.

I would assume that, given the very foudation upon which the ADFPA was built, that a suspension based on a testing positive would be punished more seriously than a suspension based on an IPF rule for lifting in other World meets.

Of course, I've used the word assume in eash of the preceding paragraphs - I don't have a definitive word on these.
